Officer Wallach spends his evenings dishing out citations for "not turning from the turning lane" at 2nd Avenue and 5th street, despite the fact that the turning lane is completely blocked by construction site equipment that is surrounded by barricades and a construction wall...all of which is marked with a big sign that reads "LANE CLOSED".

Meeting your ticket quota by systematically handing out bogus citations is a pretty great way to turn the average law abiding citizen against the NYPD. Way to go, Wallach.
